Concept Note
The concept and practice of economic development during the last century has undergone a visible and critical evolution. From principally being identified with economic growth till the end of 1930s, it has now evolved to ‘sustainable development’. At the global level, post adoption of the 2030 Agenda for Sustainable Development by the United Nations General Assembly in 2015, continuous efforts are being made by counties to make visible progress in this direction.International development agencies have started examining the progress of each country on the overall SDG index and the 17 identified individual SDG scores. Most of the developing countries themselves have also started monitoring such progress by bringing out their own SDG index and have taken steps to integrate the SDG framework in their development agenda, practice, and policy at the national and sub-national level.
It was Schumpeter who rightly mentioned that economic development happens through ‘creative destruction’, meaning that an existing arrangement of producing goods and services needs to be creatively destroyed to bring in new goods and services. Never in the history of the journey of development, Schumpeterian concept and practice of creative destruction had become so intense and seamless as it is seen today. The basis to realise creative destruction is having a robust, dynamic, continuous and leapfrog innovation ecosystem. The North eastern Region of our country comprising of the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura; represents nearly 4 % of the total population and 8% of total geographical area of the country. As an economy although recently it is experiencing largescale developmental activities, is comparatively underdeveloped vis-à-vis other parts of the country. An analysis of the developmental situation and process at the macro level, brings out clearly the deficiencies of infrastructure, innovations and institutions being the prime reasons for the continuity of such comparative underdevelopment status of the region. However, during the last 11 years, while there has been tremendous development in the infrastructure front, the innovation and institutional ecosystems have not correspondingly developed. Critical development of the innovation ecosystem requires creation of appropriate research and educational institutions, finetuning the existing intuitions such as universities, R&D units of the Government and the private sector and above all creating capable, well-trained and accomplished manpower to carry on seamless innovations. In this context, ICSSR NERC proposes to conduct One-week IndiaLICS-ICSSR-NERC ‘Training Programme on Sustainable Development and Innovation Systems’. The purpose of this research workshop is to help young researchers in social sciences to acquire a knack for innovation by familiarizing them with different facets and processes of innovation including the imperative of quality research on innovation systems through necessary hands-on training and imparting of knowledge.
