Rationale
Economic policies determine the trajectory and nature of national development. They shape how economies respond to crises, create jobs, reduce inequalities and provide sustained growth in the long run. In a context of structural change, external shocks and competing developmental priorities, policymakers are increasingly asked to take decisions in an environment of global interconnectedness and uncertainty. Such decisions are valid both in terms of political intentions and in terms of the existence of reliable analytical frameworks that are capable of charting the economy-wide consequences. Thus, Computable General Equilibrium (CGE) modeling has emerged as a key tool for policy analysis. Unlike partial approaches that focus on individual sectors or markets, CGE models depict the interrelations between households, firms, governments and external sectors in an economy.
North-Eastern India has few opportunities for advanced quantitative policy analysis capacity building, making CGE modelling training essential. Despite the growing relevance of evidence-based policymaking, the region lacks specialized training, technical knowledge, and institutional experience in economy-wide modeling and policy simulation. Thus, many researchers, faculty, and policymakers in the region lack analytical methods used nationwide for development planning and policy evaluation.
In this framework, North-Eastern training and capacity building are important. Such programmes can train scholars and practitioners to conduct robust regional policy analysis. They can also boost the region’s research ecology by encouraging universities and research organizations to employ modern quantitative approaches. Given the North-East’s lack of applied economic policy analysis possibilities, the training would help close the knowledge and ability gap.
